Director Crew Training

KM Malta Airlines, the national airline of the Maltese islands, is seeking to recruit a Director Crew Training to lead, manage, and continuously develop the airline’s crew training programs in line with regulatory requirements, operational excellence, and our commitment to safety and service. The Director Crew Training (DCT) will also be the Nominated Person Crew Training (NPCT).

Purpose of Position

The Director Crew Training (DCT) reports directly to the Chief Operations Officer, who acts as the Accountable Manager. The DCT must be acceptable to the Authority as the Nominated Person Crew Training on the KM Malta Airlines AOC and Head of Training of the Cabin Crew Training Organisation (CCTO).

The DCT is responsible for maintaining a high level of crew proficiency, organising, and managing cost-effective training logistics (both in Malta and abroad) for all training and qualification of flight crew, cabin crew, and operations control personnel.

The DCT is responsible for ensuring that the training department effectively manages safety risks and security threats related to aircraft operations, and that all operations comply with the conditions and restrictions of the AOC, as well as adhere to the applicable regulations and KM Malta Airlines standards.

Responsibilities

The DCT has overall responsibility for:

1. Fulfilling all legal obligations of NPCT and CCTO Head of Training, as required by the relevant regulations and Authority.

2. Fulfil all obligations specified in Part D of the Operations Manual (OM).

3. The formulation and management of the crew training policy.

4. All flight crew, cabin crew and operations controller training.

5. Ensuring standardisation of instructors.

6. Ensuring that corrective actions within the training department, as requested by the Authority and the Compliance office, are implemented within the established time frame.

7. Ensuring continuity of office in the event of absence.

8. Building, maintaining, and directing an efficient and well-prepared training staff, in coordination with the training coordinators, Head of Ground Training, the Director Flight Operations and Head of Cabin Operations.

9. Training, testing, monitoring, and maintaining the required level of proficiency of all flight and cabin crew, including specialist duties of instructors and examiners.

10. Determining the training and checking needs and specifying all training syllabi of the flight crew, cabin crew and operations controllers.

11. Maintaining all crew training and checking records and issuing required certificates when applicable.

12. Communicating and corresponding with the Authority on matters involving training and checks.

13. Achieving and maintaining a high level of flight safety awareness in instructors, trainees, flight, and cabin crew.

14. Ensuring that the staffing level of the training team is adequate to supply all the training needs of the operation.

15. Organising periodic meetings of instructors and preparing minutes of the meetings.

16. Submit any recommendations and observations regarding operational policies and procedures to the Director Flight Operations.

17. Ensuring that all trainee pilots and trainee cabin crew are fully qualified before commencing commercial operations.

18. Recommend appropriately qualified personnel for upgrade to instructors and/or examiners.

19. Obtaining the necessary instructor/examiner’s approval from the Authority.

20. Making agreements and contracts with third parties relevant to the provisions of services associated with training.

21. Assisting other departments with their Training Programme from time to time, as may be required.

22. Establish courses of training required to improve and maintain crew proficiency.

23. Ensuring that the records required by the regulations are properly maintained.

24. Maintaining a copy of the most current issue of the following documents for each crew member, as may be applicable, including pilot’s licence/validation, cabin crew training and checking certificate, medical, instructor’s rating, examiner’s approval, and any other mandatory documents.

25. Ensuring that training-related manuals, training forms, training records and respective training files are properly kept and ready for inspection during audits.

26. Maintaining up-to-date the OMD and ensuring that all requirements specified by the Authority and Regulations are included and other aircraft type-specific supplementary training documentation and ensuring that all requirements specified by the applicable aircraft manufacturer, the Authority and EASA are included.

27. Recommending courses of training required to improve and maintain a high proficiency level of flight operations personnel.

28. Defining and laying down the required level of proficiency and principles of flying instruction relative to type conversion training, recurrent training, and proficiency checks.

29. Ensuring that initial and recurrent training and periodic checks are carried out to the Company and the Authority requirements.

30. Completing and dispatching in time any forms required by the Authority.

31. Establishing the appropriate level of training for flight crew and cabin crew and ensuring that all crew training is carried out according to those standards.

32. Establishing methods to ensure the standardisation of instructions and assessments.

33. Planning monthly training and checking requirements.

34. To liaise with the Director Flight Operations, Director Operations Control, and Head of Crew Planning to ensure that all the planned training is correctly shown in the crew roster prior to roster distribution.

35. Maintaining and issuing an updated list of crew approvals every month and submitting a copy to the Director of Flight Operations for rostering purposes.

36. Acting as Chair of the Flight Operations Training Board, and to prepare minutes and distribute the same for comment and signature of members of the board.

37. Assisting in the Flight Data Monitoring (FDM) programme and following actions in accordance with the procedures, the FDM Confidentiality Agreement, and the OM.

38. Attending office hours as agreed with the Company stipulated in the Employment contract.

39. Performing flying duties as part of the operating flight crew or participating as an observer to ensure consistent oversight of line operation and keep close familiarity with routine flight and ground operations.

40. Keeping up-to-date in route operations.

41. Ensure that the training document repository is updated with the latest information and used in the best possible way to enhance communications with the trainers and crew alike.

42. To carry out any other duties that the Chief Operations Officer may assign.

Experience, Qualifications, and Skills

• Shall be acceptable to the Authority as a Nominated Person on the KMMA AOC and as Head of Training of the CCTO.
• The NPCT will be a suitably qualified person whose qualifications have been submitted to and approved by both the Authority and the Company.
• Practical experience and expertise in the application of aviation safety standards and safe operating practices.
• Comprehensive knowledge of (i) the applicable EU safety regulations and any associated requirements and procedures; (ii) the Company’s operations specifications; and (iii) the need for, and content of, the relevant parts of the operations manual.
• Familiarity with management systems preferably in the area of aviation.
• A minimum of at least five (5) years of management experience in a comparable organisation, including a minimum of two (2) years within the aeronautical industry in an appropriate position.
• A minimum of (five) 5 years’ experience as an airline Captain on the A320 family aircraft.
• A current Type Rating Instructor on Airbus 320 with a minimum of at least two (2) years’ experience as a TRI.
• A Type Rating Examiner certification on the A320 is preferable.
• Must have a thorough knowledge of crew training concepts for flight crew, cabin crew, and operations control personnel.
• Shall have experience in cabin crew training and be well versed in associated procedures and regulations.
• Has experience in working with both inexperienced and experienced trainees.
• Well-versed in the latest and relevant training developments within the aviation industry.
• Proficient in the requirements of relevant regulations concerning AOC holders.
• Ability to liaise with the regulating authorities.
• Possess the aptitude to develop and evaluate new training techniques, as well as the ability to specify the syllabi and equipment required for such training programmes.
• Have received training in the legal requirements and obligations of a nominated person within an AOC.
• Experience and disposition to implement the strategic changes to the training of flight crew and cabin crew.
